This emergency suit challenges the Tennessee General Assembly’s mid-decade redistricting of Tennessee’s congressional districts during a special session called by the Governor in May 2026. The Plaintiffs argue that the action violates Tennessee Code § 2-16-102, which prohibits changing congressional districts between federal censuses, and Article III, Section 9 of the Tennessee Constitution, which limits special sessions to only the exact purposes stated in the Governor’s proclamation. The Plaintiffs seek a declaratory judgment that the new maps and related bills (including the suspension of candidate residency requirements) are void. In addition, the Plaintiffs seek an immediate injunction blocking the use of the new maps in the 2026 elections.
