Parent Education & Mediation Fund (PEMF) Grant Recipients (July 2025 - June 2026)

The Tennessee Legislature enacted Title 36, Chapter 6, Part 4 of the Tennessee Code Annotated to promote continuing parenting arrangements for families involved in divorce, legal separation, annulment, or separate maintenance proceedings, and for families that are involved in any other custody matters. Such arrangements reinforce the fundamental importance of the parent-child relationship to the welfare of the child. The Tennessee Legislature established the Divorcing Parent Education and Mediation Fund (T.C.A. § 6-6-413) to help parents receive the necessary education and alternative dispute resolution services.

This program provides mediation services who cannot other afford mediation as a means to resolve legal and personal conflicts. This program runs a program two days a week staffing a mediator in the Shelby County General Sessions courthouse to conduct pro bono mediations for self-represented litigants.

Community Legal Center offers legal assistance through a Pro-Se Divorce Clinic in the Shelby County Courthouse to Self-Represented Litigants filing for divorce with minor children. CLC provides access to the courts to those who cannot afford an attorney in family law matters through limited legal representation. CLC also provides community and parent education. The Family Center provides Positive Parenting skills classes at no or low cost to low income and indigent parents going through a divorce or other custody issue, including never married parents going through custody disputes in the 20th Judicial District. This program will also promote awareness of Adverse Childhood Experiences (ACEs) by administering the ACE Questionnaire and the Adult-Adolescent Parenting Inventory.

NCRC also provides community education and parenting education, including parenting education on the rights of parents in the Parenting Plan.
