Haslam Appoints Bill Young Chancellor in 20th Judicial District

Tennessee Gov. Bill Haslam today appointed Bill Young of Nashville as chancellor in the 20th Judicial District, which serves Davidson County.  Young replaces retiring Chancellor Carol McCoy, effective September 1.

Young, 59, has been in the Tennessee Attorney General’s office in Nashville, where he has been associate attorney general and part of the management team, since 2014.  In that role, he was responsible for handling work related to the Tennessee General Assembly, the executive branch of state government and other state offices and responsible for special litigation and other projects assigned by the attorney general.

“Bill Young has an impressive record of achievement, and we are fortunate to have someone of his caliber to serve on the bench,” Haslam said. “He has distinguished himself in both the public and private sectors, and I am pleased to make this appointment.”

Young served as administrative director for the Tennessee Administrative Office of the Courts from 2013-2014 and solicitor general from 2011-2013 in the Tennessee Attorney General’s Nashville office, where he was responsible for oversight of all appellate litigation and written legal opinions requested by state officials.

Young was senior vice president of risk management and general counsel for BlueCross BlueShield of Tennessee in Chattanooga from 2002-2011; university counsel at Vanderbilt University from 2001-2002; general counsel of the Tennessee Hospital Association in Nashville from 2000-2001; president of the Hospital Alliance of Tennessee from 1999-2000; deputy commissioner for the TennCare division of the Tennessee Department of Commerce and Insurance from 1995-1998; and assistant attorney general and senior counsel for the tax division of the state attorney general’s office from 1986-1995.

Young received his law degree from Vanderbilt University in 1981 after obtaining a bachelor’s degree from Vanderbilt in 1977 with a double major in political science and history.

Young and his wife, Jane, have a daughter, Beth.
