Executive Director CLE

SUMMARY: The Tennessee Commission on Continuing Legal Education is seeking applicants for the position of Executive Director. This is a professional position overseeing Tennessee’s mandatory continuing legal education program under Rule 21 of the Tennessee Supreme Court Rules.  Annually, the CLE Commission tracks compliance for almost 25,000 attorneys and makes accreditation decisions on 10,000 courses for 7,000 CLE providers.  The Executive Director is responsible for the Commission’s administration of Tenn. Sup. Ct. Rule 21 on continuing legal education, as well as regulations adopted by the Commission. Seeking candidates with integrity, leadership ability, financial and budgeting competence, and demonstrated skills in administration, management, and supervision of staff. Must have sufficient comfort with technology to oversee transition of the Commission to increasingly virtual programming, compliance, and accreditation. Must maintain organizational culture of respect.  

ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each Essential Duty and Responsibility (the “Essential Duties") satisfactorily. The requirements listed below represent the minimum knowledge, skill, and/or ability required.

General

  • Treat the Court, the Commission, co-workers, lawyers, providers, and others fairly, consistently, and with respect
  • Develop goals and objectives for consideration by the Commission
  • Maintain working knowledge of significant developments and trends in CLE field
  • Provide the Commission with updated changes

Budget Oversight, Development, Execution

  • Represent Commission and its interests related to development of annual budget
  • Develop annual budget for review and approval by the Commission and the Court
  • Monitor budget and ensure adequate funds available to carry out Commission’s work
  • Prudently manage Commission resources within budgetary guidelines

Compliance and Accreditation

  • Maintain Commission’s electronic database of attorney records, reports, and other files
  • Track and monitor attorney CLE attendance and compliance using CLE tracking system with particular focus on Tennessee licensed attorneys
  • Analyze data for anomalies and work with contractors to develop solutions
  • Supervise accreditation of CLE courses, relations with CLE providers, attendance posting, attorney and provider communications, and other aspects of CLE compliance
  • Supervise operation of compliance process, including communications with individual attorneys as needed to help them fulfill Tennessee CLE requirements
  • Interact in a timely and responsive manner with providers, attorneys, and law firms
  • Recognize problems in execution of Court rules and Commission regulations, and propose responsive amendments to rules or regulations
  • Written or oral presentations to legal groups or provider groups to explain CLE rules and requirements

Management

  • Provide day-to-day supervision, and prudent management of Commission staff and resources, including human resource related matters
  • Maintain climate conducive to attract, retain, and motivate diverse, qualified staff
  • Maintain confidentiality of Commission records, and files as prescribed by Court rules
  • Evaluate and administer contracts as approved by the Commission,
  • Authorize purchase orders, vouchers, and payments, pursuant to Court or State policy,
  • Maintain inventory of Commission property
  • Conduct annual risk management assessment

QUALIFICATIONS:  Expertise with financial and organizational management, including budgets and financial projections. Experience with database operation, management, and technological processes. Prefer experience drafting rules and other legal documents.

          Education and/or Experience:
          -    Minimum:  Degree from accredited law school
          -    Minimum: Five years’ work experience
          -    Law firm or regulatory experience desired

           Knowledge:
          -    Commission uses Microsoft 365 Office Suite including Microsoft Word, Access,
               Excel and PowerPoint
          -    Commission uses Outlook electronic mail system

           Skills and Ability:
           -    High-level verbal and written communication skills
           -    Reliable, trustworthy, dedication to quality work
           -    Ability to establish and maintain sound working relationships
           -    Detail and deadline oriented
           -    Well-organized
           -    Ability to analyze complex situations and offer alternative solutions

          Licensure and Certification Requirements: 
           -    Licensed as attorney for minimum of five years

Salary and Benefits: Salary range is $110 to $125 thousand per year depending on experience. Pursuant to Leave Policy of 7/12/2019, the Executive Director shall not accrue annual or sick leave or be eligible to participate in the state sick leave bank.  Other state benefits apply.
