Due to the number of persons with limited English proficiency residing in the State of Tennessee, the Administrative Office of the Courts is currently seeking proposals from individuals and organizations to translate various court documents into the languages of Spanish with translation into Korean and Vietnamese based on funding availability. The AOC has received a grant award of $30,000 for this project.
The AOC is seeking proposals from qualified organizations, agencies, and individuals that have previous experience translating documents for mid-size to large governments, corporations, or establishments. Providers must be in good standing with their association or licensing board. Licensor or certification by a national organization, such as, but not specifically limited to, the American Translators Association (ATA) and/or The National Association of Judiciary Interpreters & Translators is preferred. The AOC may award multiple contracts up to the $30,000 received; therefore, those that apply are encouraged to be as specific as possible as to exact services that will be provided and specific costs for those services.

Those interested should submit by mail or in person proposal(s) outlining qualifications, capabilities, experience and cost to the AOC. Proposals will be considered “Qualified” that meet minimum criteria requirements. These requirements include, but are not limited to, submission deadline, number of requested copies, and overall proposal quality. All proposals will be reviewed, evaluated, and rated by the AOC. At any time during the review, the AOC may request additional information from interested parties, which must be submitted in writing.
Criteria for proposal evaluation will include but not be limited to following:
Ability to meet the project time lines
Strength and stability to provide the requested services
Professional experience and qualifications of personnel
Number of years providing this type of service
Cost of proposed service
Experience with a comparable size organization requesting similar services
Clarity
Distinguishing characteristics
Overall responsiveness and completeness of proposal that meets or exceeds specifications
Any other facts considered relevant by the evaluation staff
The provider must certify that their proposal and its pricing will remain in effect for a minimum of ninety (90) days after the proposal submission date.
